Francis McCullough has 32 years with the Centers for Medicare & Medicaid Services (CMS) and 39 years total with the federal government. In 2011, Francis was promoted to Associate Regional Administrator in the Philadelphia Regional Office, Division of Medicaid & Children’s Health Operations, Consortium for Medicaid & Children’s Health Operations. Recently he served as the Director of Division of Medicaid Field Operations East, Regional Operations Group, Centers for Medicaid & CHIP Services (CMCS). In these roles, in partnership with states, the primary objective was to support state Medicaid agencies as they administer their Medicaid and Children’s Health Insurance Program (CHIP) programs in the most effective and efficient manner possible while considering adaptations and changes they seek to make to their health services delivery designs and improve the quality of their operations and care to beneficiaries. In addition, collaborated with staff in CMCS and with states in a manner that supports Medicaid programming that comports with both state and federal laws while ensuring that Medicaid and CHIP payments were made appropriately and in accordance with federal regulations.
