Home & Community Based Services Technical Assistance for States

We utilize contractors to provide direct technical assistance to state Medicaid agencies seeking to develop and/or improve their Medicaid programs. Technical assistance services include:

  • Assessing Home and Community Based Services (HCBS) rates and fiscal integrity system
  • Developing performance measures to meet 1915(c) waiver assurances
  • Implementing electronic visit verification (EVV) systems
  • Developing 1915(c), 1915(i), 1915(j), or 1915(k) HCBS waiver and state plan amendments
  • Assistance with Preadmission Screening and Resident Review (PASRR) requirements
  • Assistance with HCBS settings criteria
  • Implementing person-centered thinking, planning, and practices

1915(c) Home & Community Based Services Rates, Performance Measures, & Fiscal Integrity Technical Assistance

Technical assistance services are available to:

  • Provide feedback on HCBS rate methodologies and/or waiver service rate models
  • Assist with 1915(c) waiver application Appendix I (Financial Accountability) and J (Cost Neutrality) submissions
  • Provide guidance regarding rate review, rate sufficiency, and financial accountability strategies
  • Provide guidance on 1915(c) quality improvement system performance measures

REQUEST HCBS RATES, PERFORMANCE MEASURE AND FISCAL INTEGRITY TECHNICAL ASSISTANCE

Electronic Visit Verification Systems Technical Assistance

Technical assistance services are available to:

  • Assist with determining the most appropriate EVV model for the state
  • Provide guidance regarding 21st Century Cures Act Sec. 12006
  • Supply promising practice examples from states' EVV systems
  • Review and provide opinions regarding policy documents related explicitly to EVV implementation
  • Review proposed 1915(c) waiver language describing EVV activities supporting states’ fiscal integrity efforts

Home & Community Based Services Technical Assistance

Technical assistance services are available to:

  • Assist with 1915(c), 1915(i), 1915(j), and 1915(k) HCBS waiver and state plan amendments, including helping a state determine what authority will best meet its needs
  • Provide guidance on self-direct services and community integration     
  • Share promising practices with regards to supported employment and positive behavior support

REQUEST HCBS TECHNICAL ASSISTANCE

Preadmission Screening & Resident Review Technical Assistance

Technical assistance services are available to:

  • Increase state compliance with PASRR regulations
  • Require that the needs of  individuals in long-term care are appropriately addressed
  • Gather and analyze data at the national, state, and individual level to identify state program strengths and weaknesses and better quantify characteristics of the PASRR population and the service system
  • Identify issues and best practices in PASRR and related programs
  • Inform Centers for Medicare & Medicaid Services development of appropriate policies

REQUEST PASRR TECHNICAL ASSISTANCE

Home & Community Based Services Settings Technical Assistance

Technical assistance services are available to:

  • Clarify the settings criteria included in the HCBS settings rule
  • Assist with issues/barriers in meeting the HCBS settings criteria
  • Share other state examples of effective transition plans

The HCBS settings contractor will not perform any of the states work required to bring them into compliance with regulations which includes writing or amending a home and community based settings transition plan and/or compiling comments.

REQUEST HCBS SETTINGS TECHNICAL ASSISTANCE

National Center for Advancing Person-Centered Practices and Systems

Technical assistance and other services are available through National Center for Advancing Person-Centered Practices and Systems (NCAPPS) to:

  • Provide effective technical assistance to states on the full spectrum of needs related to implementing person-centered thinking, planning, and practices in their systems
  • Assist states in creating the organizational culture, processes, payment incentives, policy, and practices at all levels of state systems to support person-centered planning
  • Act as a central clearinghouse for all stakeholders to access useful information through a centralized website
  • Support a state-to-state E-Learning community of practice to facilitate the development and sharing of best practices across state systems
