Ms. Costello serves as the Director for the Children and Adults Health Programs Group (CAHPG) within the Center for Medicaid and CHIP Services (CMCS), Centers for Medicare and Medicaid Services (CMS) at the U.S. Department of Health and Human Services. As the Director of CAHPG, Anne Marie directs CMS’ work on eligibility, enrollment, quality of care measurement, and quality improvement initiatives for children and adults served by Medicaid, the Children’s Health Insurance Program (CHIP) and the Basic Health Program (BHP).

In her CMS career, Anne Marie has been responsible for implementing major provisions of the Affordable Care Act at a historic moment in the development of eligibility and enrollment policy for the low-income population. She played a key role in streamlining the eligibility and enrollment process, the expansion of Medicaid coverage to low-income adults and coordination of Medicaid, CHIP and Marketplace coverage. She continues to ensure timely processing of Medicaid and CHIP state plan amendments and BHP Blue Print revisions; development of regulations and sub-regulatory guidance; development, collection and reporting of the Child and Adult Quality Core Measure Sets; and, implementation of quality improvement initiatives on maternal and child health, children’s oral health and prevention.

Anne Marie is a nationally-recognized expert on health policy, particularly as it pertains to health coverage for the low-income population. She has extensive experience developing and implementing Medicaid, CHIP and BHP policies and operations at the federal and state levels. Anne Marie has also served as the Director of the Bureau of Compliance at the New York State Department of Health and the Director of Programs at the New York Children’s Defense Fund. Anne Marie is the author of several publications on the uninsured and accessing federal benefits.

Anne Marie holds a Master of Public Health from Hunter College.
