Can you explain the difference between a prospective Upper Payment Limit (UPL) and a retrospective UPL?

The difference between a prospective and retrospective UPL is in the relationship between the UPL demonstration period and the date when the UPL is submitted. For a UPL demonstration period of 7/1/2018 to 6/30/2019, a UPL is considered retrospective when it is submitted on or after the start of the demonstration period (on or after 7/1/2018). Using the same UPL demonstration period (7/1/2018 to 6/30/2019), a UPL is considered prospective if it is submitted prior to 7/1/2018.

Can a contractor that acts on behalf of the Medicaid agency submit the Upper Payment Limit (UPL) demonstrations to CMS?

No, the information must be submitted by the State Medicaid Director (or designated state official).

How is the Psychiatric Residential Treatment Facility (PRTF) Upper Payment Limit (UPL) different from other institutional UPLs?

Unlike the UPLs for other Medicaid institutional payments, which rely on an aggregate approach by ownership category (private, state owned, non state government owned) to ensure Medicaid payments are consistent with efficiency and economy, the PRTF UPL is calculated for each facility. Specifically, the UPL relies on 42 CFR 447.325 which states that Medicaid agencies “may pay the customary charges of the provider but must not pay more than the prevailing charges in the locality for comparable services under comparable circumstances." The plain language meaning of this requirement is that a state may pay a PRTF no more than it charges for covered Medicaid services provided to Medicaid recipients.

Many State demonstrations require that a transition plan to 2014 be submitted by a specified date, in many cases by July 1, 2012. Will CMS provide guidance and technical assistance before then? What specifically is required to be included in the transition plan?

CMS plans to provide technical assistance on transition plans to States through the State Operations and Technical Assistance Team (SOTA) calls and through other calls with the State. We will also be providing additional guidance about the information that should be included in the transition plans. We will consider the transition plans that need to be submitted by the due date as living documents that are open to revision, and will continue to work with States to ensure a seamless transition in 2014 for beneficiaries and States.

Is there spell check in MACPro?

The spell check function is determined by your web browser and is not a feature within MACPro itself. Within Internet Explorer, there is an option to turn spelling correction on or off.

  1. Under "Settings," choose the "Programs" tab and then select "Manage add-ons."
  2. On the left hand tool bar, there is a "Spelling Correction" Add-on Type. There is a box labeled "Enable Spelling Correction" that can be selected.
  3. Select "Enable spelling correction".

How do I add new users to the system?

User Management is a feature in MACPro that works in conjunction with the CMS EIDM user identification and authentication system. To request access to the MACPro application, a user must first go to the Enterprise Identity Management Portal (EIDM: https://portal.cms.gov ) and create an EIDM ID. Once an ID is created, the user must request access to the MACPro application by way of an EIDM role. Once their EIDM role request is approved, they may access MACPro via the link https://macpro.cms.gov  and enter their newly created EIDM credentials to log in. Once in MACPro, the user must request their MACPro roles and attributes via My User Profile under the Records tab. MACPro user role requests are approved by the State System Administrator, CMS System Administrator, or CMS Role Approver. Do I have to log out of the system when I am finished working in the application and want to exit the system?

Yes, before logging out, save any information you have entered. Select the Logout link when you're finished with the application site and then close your browser. By doing so, you prevent others from potentially gaining access to your application in your absence.
