CHIP Quality of Care & Performance Measurement

Section 401(a) of Children’s Health Insurance Program Reauthorization Act (CHIPRA) (P.L. 111-3) requires the Secretary of Health and Human Services to identify and publish for general comment an initial, recommended core set of child health quality measures for use by state programs administered under the Medicaid and Children’s Heal Insurance Program (CHIP) and by health insurance issuers, managed care entities and providers that enter into contracts with these programs.

The Centers for Medicare and Medicaid (CMS) and the Agency for Healthcare Research and Quality (AHRQ) are working in collaboration to make recommendations for the initial core set of children’s health care quality measures which will be used voluntarily by state Medicaid and CHIP programs. In addition, Section 401(d) of CHIPRA provides for $100 million in grants to no more than 10 states "to evaluate promising ideas for improving the quality of children's health care" under Medicaid or CHIP.
