Medicaid State Plan Amendments

This Amendment memorialize the new income standards for its optional state supplement program, the beneficiaries of which are eligible for Medicaid under Wisconsin's state plan.

This amendment proposed to eliminate the resource test for the following eligibility groups: Qualified Medicare Beneficiaries; Specified Low-Income Medicare Beneficiaries; and Qualifying Individuals.

This plan amendment updates the Medicaid payment rates for inpatient hospital services to include a payment adjustment for hospitals providing graduate medical education.

This plan amendment implements supplemental payments to nursing homes participating in the Oregon CareWorks program.

This plan amendment revokes the Potentially Preventable Readmissions policy.

Adds licensed professional counselors and licensed marriage and family therapists to the core services proved by Federally Qualified Health Centers and Rural Health Clinics. The amendment also added pharmacists and licensed dietician-nutritionists to the list of other ambulatory services offered by Federally Qualified Health Centers and Rural Health Clinics.

The District is seeking to sustain requests approved in their Temporary Extension to the Medicaid Disaster Relief COVID-19 National Emergency SPA #23-0004, which expires on May 11, 2024, by adding its language to the permanent Housing Supportive Services (HSS) 1915(i) Home and Community-Based Services SPA. If approved, this SPA will permit the HSS program to continue to utilize the appropriate determination and redetermination tools to ensure that District residents secure and maintain permanent supportive housing and to allow expanded provider qualifications for case manager supervisors.

This amendment is to provide 12 months continuous eligibility for children under the age of 19 in Medicaid, including children eligible with a Medically Needy spenddown.
