Medicaid State Plan Amendments

A Medicaid and CHIP state plan is an agreement between a state and the Federal government describing how that state administers its Medicaid and CHIP programs. It gives an assurance that a state will abide by Federal rules and may claim Federal matching funds for its program activities. The state plan sets out groups of individuals to be covered, services to be provided, methodologies for providers to be reimbursed and the administrative activities that are underway in the state.

When a state is planning to make a change to its program policies or operational approach, states send state plan amendments (SPAs) to the Centers for Medicare & Medicaid Services (CMS) for review and approval. States also submit SPAs to request permissible program changes, make corrections, or update their Medicaid or CHIP state plan with new information.

Michigan

This SPA provides traditional state plan authority for the FY2022 and FY2023 rate setting methodology established in DR SPA 21-0015, DR SPA 22-0013, and DR SPA 23-0007. This is necessary to complete the final rate settlements for each fiscal year.

CMS is issuing this technical correction package to include the final submitted revision to Section IV Page 27. CMS included an earlier version that did not describe which cost report is used in the absence of the state plan defined cost report.

Alaska
CMS is approving this time-limited state plan amendment to allow the state to implement temporary policies while returning to normal operations after the COVID-19 national emergency.  The purpose of this amendment is to temporarily extend the suspension of behavioral health prior/service authorizations for one year after the end of the COVID-19 Public Health Emergency (PHE). This extension was authorized under the authority of an 1135 blanket waiver on 4.2.20. The TE extension is necessary to aid Alaska's return to routine operations.

Louisiana
CMS is approving this time-limited state plan amendment to allow the state to implement temporary policies while returning to normal operations after the COVID-19 national emergency.  The purpose of this amendment is to extend the disaster relief provisions governing preventive services in order to reimburse ambulance service providers who provide allowable services on site, without transport, while under the supervision of a licensed physician.
