Medicaid State Plan Amendments

A Medicaid and CHIP state plan is an agreement between a state and the Federal government describing how that state administers its Medicaid and CHIP programs. It gives an assurance that a state will abide by Federal rules and may claim Federal matching funds for its program activities. The state plan sets out groups of individuals to be covered, services to be provided, methodologies for providers to be reimbursed and the administrative activities that are underway in the state.

When a state is planning to make a change to its program policies or operational approach, states send state plan amendments (SPAs) to the Centers for Medicare & Medicaid Services (CMS) for review and approval. States also submit SPAs to request permissible program changes, make corrections, or update their Medicaid or CHIP state plan with new information.

Washington

This plan amendment titled, "Nursing Facility MQIP for Dates of Service April through June 2025" updates the quarterly pool amount and total Medicaid day count for New Hampshire’s nursing facility supplemental payment, also known as MQIP, for both private and non-state government owned and operated facilities.

Texas

This amendment make requirements for Indian Health Services and Tribal clinics consistent with the requirements set forth in 42 Code of Federal Regulations §440.90. The SPA requires a mandatory exception to the four-wall requirement for the Medicaid clinic services benefit to authorize reimbursement for clinic services provided outside of the four walls of Indian Health Services and Tribal clinics.

New Hampshire

This plan amendment titled, "Disproportionate Share Hospital (DSH) Payment Adjustments” updates the payment amounts to be made for State Fiscal Year 2025 to non-public hospitals that qualify for DSH payment adjustments under the New Hampshire State Plan provisions governing inpatient hospital services payments.
