Jacey Cooper is the Director for the State Demonstrations Group. Jacey comes to the Centers for Medicare & Medicaid Services (CMS) from her role as California’s State Medicaid Director and Chief Deputy Director for Health Care Programs at the Department of Health Care Services (DHCS). In that role, Jacey was responsible for the overall leadership of Benefits, Eligibility, Delivery Systems, Managed Care, Financing, Behavioral Health, Quality, and Population Health. Additionally, she oversaw the Office of Strategic Partnerships and Office of Medicare Innovation and Integration. Jacey also served as Senior Advisor for the State Medicaid Director in January 2019 and as the Assistant Deputy Director for Health Care Delivery Systems at DHCS beginning in April 2016. Prior to her work at DHCS, Jacey was Vice President at Kern Medical Center, a public hospital; Executive Director of the County of Kern’s Self-funding Employee Health Plan and Low-Income Health Plan; and a health care consultant. She has more than 18 years of experience in health care policy, operations, integrated delivery models, managed care, business development, and quality monitoring.
