CHIP State Amendment Plans

Implements one additional health Services Initiative program: Services for Homeless Youth.

Converts the state's existing income eligibility standards to MAGI-equivalent standards, by age group, for children covered in its title XXI-funded Medicaid program.

This SPA incorporates the Modified Adjusted Gross Income MAGI.

Describes the state's plan to provide coverage in its separate CHIP, for children subject to Section 2101(f) of the Affordable Care Act, as specified in the state's submission of CS14: Children Ineligible for Medicaid as a Result of the Elimination of Income Disregards.

This SPA relates to Modified Adjusted Gross Income (MAGI) Eligibility.

The state extends the CHIP renewal grace period from its current 30 days to 60 days for the period of one year (August 1, 2014 July 31, 2015) to allow families additional time to provide the state with requested documentation when the state cannot make a redetermination of eligibility based on information in the beneficiary's account and electronic data matching fails. By allowing this additional time to provide the requested documentation, the state seeks to minimize the numb r of children who lose coverage due to non-compliance with the renewal process.

CS15 provides assurance that the state will apply methodologies based on MAGI for all separate CHIP-covered groups. Page CS7 indicates that, using the approved MAGI conversion plan income thresholds, the state will cover targeted low-income children, and page CS9 indicates that the state will cover children from conception to birth when the mother is not eligible for Medicaid.

Changes the type of coverage that it is offering to targeted low-income children from the benchmark benefit package to Secretary-approved coverage, which is the same benefit package as Medicaid, including the provision of EPSDT.

This SPA permits Michigan to implement title XXI administrative funding for a health services initiative (HSI) to support the Michigan Regional Poison Control Center (MRPCC) at Children's Hospital of Michigan.
