Medicaid/CHIP State Plan Amendments

The PDF Repository modules of the Medicaid Model Data Lab (MMDL) system allow CMS and states to collaborate online to process the following types of State Plan Amendments (SPAs) submitted prior to 07/28/25:  Children’s Health Insurance Plan (CHIP), Alternative Benefit Plan (ABP), and Medicaid Premium and Cost Sharing (MPC).  The MMDL/PDF Repository can be accessed at https://wms-mmdl.cms.gov/MMDL/faces/portal.jsp.

Children's Health Insurance Program (CHIP) Eligibility, Alternative Benefit Plan (ABP), and Medicaid Premiums & Cost Sharing SPAs

As of 7/28/25, the Centers for Medicare and Medicaid Services (CMS) transitioned new submissions of CHIP Eligibility, Alternative Benefit Plan (ABP), and Medicaid Premiums & Cost Sharing SPAs into the One Medicaid and CHIP Program System (OneMAC). Refer to the One Medicaid and CHIP Program System (OneMAC) section under Medicaid and CHIP Program (MACPro) Portal for more information about the OneMAC system.

Below are some important notes regarding this transition:

  • States can no longer submit new CHIP Eligibility, ABP, or Medicaid Premiums & Cost Sharing SPAs through MMDL
  • All CHIP Eligibility, ABP, or Medicaid Premiums & Cost Sharing SPAs previously submitted in MMDL will continue to be reviewed and adjudicated in MMDL
  • MMDL will continue to be accessible to view previously adjudicated or submitted SPAs
  • Any draft SPAs that were created but not submitted in MMDL will now have to be submitted in OneMAC. They can no longer be submitted through MMDL.

Medicaid MAGI-based and non-MAGI-based Eligibility and Administration SPAs

As of 08/28/17, Medicaid MAGI-based and non-MAGI-based Eligibility and Administration SPAs are maintained in the Medicaid and Children’s Health Insurance Program (MACPro) system (https://macpro.cms.gov). You can no longer create new Medicaid Eligibility and Administration SPAs in MMDL. All new Medicaid MAGI-based and non-MAGI-based Eligibility and Administration SPA submissions must be created and submitted in MACPro.

SPA Templates and Implementation Guides

SPA templates and implementation guides for CHIP Eligibility, ABP, and Medicaid Premiums & Cost Sharing SPAs are no longer housed in MMDL and are now located under corresponding subheadings on the OneMAC FAQ page, located at https://onemac.cms.gov/FAQ

Note: The OneMAC FAQ page includes new General Information SPA templates that states must now upload into OneMAC for ABP and Medicaid Premiums & Cost Sharing SPAs. These General Information SPA templates represent information states previously entered on MMDL screens.
