This SPA authorizes Wisconsin to use title XXI funds through the option at section 2105(a)(l)(D)(ii) of the Social Security Act to pay for an HSI. Using remaining funds available that do not exceed the 10 percent limit on expenditures that include administration of the program, the state may fund activities that protect public health, protect the health of individuals, improve or promote the state's capacity to deliver public health services, or strengthen the human or material resources necessary to accomplish public health goals related to children.
