Courtney Miller is the Director for the Medicaid and CHIP Operations Group. Courtney comes to the Centers for Medicare & Medicaid Services (CMS) from the State of Nebraska’s Department of Health and Human Services (DHHS) where she held a progression of leadership positions over a variety of aspects of the Medicaid program. Most recently, Courtney served as the Director of DHHS Division of Developmental Disabilities overseeing the administration of Medicaid and state-funded home and community-based programs for Nebraska’s aging and disabled population. Through her leadership, the agency implemented an aggressive business plan to reorganize and strengthen program operations, policies and procedures. From 2013 through 2015, Courtney was the Deputy Director of the Division of Medicaid & Long-Term Care. During her time in Medicaid, she accrued a long list of accomplishments and was instrumental in designing and successfully launching their integrated managed care program. During 2000 through 2008, she held a series of positions within the Nebraska Department of Correctional Services. Courtney began her career in public service over 20 years ago at the Iowa Department of Human Services as an Income Maintenance Worker, and she holds a Bachelor's degree in Social Work from Briar Cliff University and a Master's Degree in Public Administration from the University of Nebraska-Omaha.
