Alissa DeBoy has been in government service for over 25 years. She has worked in the Disabled and Elderly Health Programs Group (DEHPG) since 2014, and was named the Director of DEHPG in 2019.
Prior to 2014, Alissa worked in the Center for Consumer Information and Insurance Oversight (CCIIO), where she served as the Director of the Exchange Policy and Operations Group, primarily working on issues associated with the Federally Facilitated Marketplace. Prior to working in CCIIO, Alissa was the Director of the Division of Drug Plan Policy and Quality in the Center for Medicare at CMS. She oversaw the development of Part D policy issues such as pharmacy access, coordination of benefits, and formulary/transition issues. Alissa also spent several years working in the predecessor office to CMCS, in what was then the Center for Medicaid and State Operations, where she worked on Medicaid eligibility and enrollment, dual eligible, and Medicaid waiver issues.
Prior to joining CMS, Alissa worked as an auditor in a public accounting firm. She has an undergraduate degree in accounting from the University of Maryland and a Masters of Health Policy degree from the Johns Hopkins University School Public Health.
