CHIP State Amendment Plans

This SPA demonstrates compliance with requirements in the American Rescue Plan Act of 2021 (ARP) that 1) mandate coverage of COVID-19 testing, treatment, and vaccines and their administration without cost-sharing or amount, duration, or scope limitations; and 2) require states to cover, without cost sharing, the treatment of conditions that may seriously complicate COVID- 19 treatment, during the period when a beneficiary is diagnosed with or is presumed to have COVID-19.

This SPA extends CHIP eligibility to children from conception to the end of pregnancy (otherwise known as “unborn”) whose parent is not otherwise eligible for Medicaid or CHIP with incomes up to and including 208 percent of the federal poverty level (FPL).

This SPA remove premium and disenrollment procedures from sections 4.3, 8, and 12.1 of the CHIP state plan.

This SPA transitions all children, with the exception of the conception to birth population, from the state’s separate CHIP to a Medicaid expansion CHIP.
