Allows Arkansas to obtain federal funding to expand coverage to otherwise eligible lawfully residing, non-citizen targeted low income children under section 214 of the Children's Health Insurance Program Reauthorization Act of 2009. On October 26, 2017, the state received approval for the same type of amendment under Medicaid SPA, AR-17-0007.
