Ed Dolly, in partnership with the Group Director and DSG state systems divisions, serves as the Medicaid Enterprise Deputy Group Director to direct and oversee the management of Medicaid Enterprise State systems (MES); e.g., Medicaid Management Information Systems (MMIS), integrated enrollment and eligibility determination systems, in the group. DSG is responsible for executive leadership in the overall administrative processes supporting successful business and operations of the Medicaid Enterprise Systems (MES) to maintain and strengthen state health information technology initiatives.
He is a certified Project Management professional (PMP) who brings over 30+ years of experience in the IT industry, and 20+ years dedicated to State & State Health IT initiatives. Ed has a proven track record of successful leadership and Health IT management encompassing development, operations, consulting, training, planning, contracting, and program management within State agencies. He has demonstrated ability to successfully design, develop, implement, and operate Health IT systems in support of Medicaid and CHIP programs. Prior to joining CMS in 2018, Ed was with the WV Department of Health and Human Resources for over 20 years. The last 4 years of which he served as their Chief Information Officer.
