RULE-3168	If a TPL entity contact information segment insurance carrier address line 2 is not populated, then insurance carrier address line 3 must not be populated.
RULE-6268	If a segment is a TPL entity contact information segment from a TPL file, then the insurance carrier address line 3 value reported must be compatible with the specified T-MSIS picture format: X(60).
