RULE ID	RULE Definition
RULE-2097	If the zip code is populated on the eligible contact information segment from an EL file, the zip code must be a 5-digit or 9-digit number.
RULE-7082	If a segment is an eligible contact information segment from an ELG file, the eligible zip code value reported must be compatible with the specified T-MSIS picture format: X(9).
