This amendment was submitted in order to clarify the existing clinic services benefit and to add a $1,000 per calendar year dental benefit for adults.  

Moves Oregon’s current Medication Assisted Treatment (MAT) benefit from the optional benefit section in Oregon’s state plan to the required benefit section to comply with Section 1006(b) of the SUPPORT Act. 

Implements Mental Health Intensive Outpatient Programs, a new service for youth and adults; and Mental Health Partial Hospitalization Programs for Youth and Adults, which will replace the current Partial Hospitalization Program for adults

Creates a new, cost-based per diem rate for substance use disorder (SUD) residential treatment facilities (RTF) operated by the Indian Health Service (IHS) or Tribes to IHS-eligible American Indian/Alaska Native (AI/AN) Medicaid beneficiaries.

It allows Nursing Facility cost reports to accommodate efficient vaccine distribution. It also identifies that indirect costs exclude COVID-19 vaccines where Medicaid reimbursement is available directly to a third party.
