Incorporates the 2021 Healthcare Common Procedural Coding System (HCPCS) changes (additions, deletions and description changes) to the Independent Radiology and Independent laboratory fee schedules 

This amendment provides a 3.5% increase for 1915(i) home and community-based services

Amends its 1915(i) state plan home and community-based services (HCBS) benefit

This plan amendment allows rebalancing the behavioral health fee for service and Residential Child Care Facility (RCCF) rates

Complies with Section 1006(b) of the Substance Use Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act and State Health Official (SHO) Letter #20-005, by continuing access to medication-assisted treatment (MAT) for opioid use disorders (OUD) through Medicaid coverage of certain drugs and biological products and related counseling services and behavioral therapy.

Effective September 1, 2021, this amendment modifies the Other Licensed practitioner benefit to allow licensed psychologists to render applied behavior analysis (ABA) services within state scope of practice without previous ABA related national certification requirements. This action will allow additional state licensed psychologists to provide services within state scope of practice, permissible under the OLP benefit and will likely increase the provider pool, which would be beneficial to Medicaid eligible children with autism.

Effective October 1, 2020,  this amendment permits the District of Columbia to provide medication-assisted treatment (MAT) for opioids use disorder (OUD) as a mandatory state plan benefit in compliance with section 1006(b) of the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities Act (SUPPORT Act). The SPA assures that the District covers as a mandatory benefit all FDA approved MAT drugs, FDA licensed MAT biological products, and MAT behavioral counseling and therapy services.

Effective beginning October 1, 2020 and ending September 30, 2025, this amendment adds a Supplement 2 to Attachment 3.1-A for Medication-Assisted Treatment (MAT) as required within section 1905(a)(29) of the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities (SUPPORT) Act of 2018. 

Effective January 1, 2021, this amendment removes the limits on smoking cessation counseling and pharmacotherapy services. 

Effective January 1, 2021, this amendment adjusts the dental benefit to include crowns and certain endodontic services including root canals and apicoectomies as covered services for beneficiaries 21 years and older.
