CMS is approving this time-limited state plan amendment (SPA) to respond to the COVID-19 national emergency. The purpose of this amendment is to authorize an additional payment for administering in-home COVID-19 vaccinations to Medicaid members who have difficulty leaving their homes or are otherwise hard-to-reach.

This amendment add temporary policies, which were different from those policies and procedures otherwise applied under your Medicaid State Plan, during the period of the Presidential and Secretarial emergency declarations related of the COVID-19 outbreak (or any renewals thereof).

Effective January 1, 2021, this amendment allows for a 3.1 percent increase to Medical Transportation, Emergency, and Air Ambulance. 

Effective July 1, 2021, this amendment implements an Indian Managed Care Entity that will provide case management services on behalf of American Indian and Alaska Native (AI/AN) Oregon Health Plan members.

Effective October 1, 2021, this amendment expands coverage for school-based services and also makes clarifications to the personal care services and the specialized transportation benefits. 

This amendment extends the Non-Designated Public Hospital Supplemental Fund program for the state fiscal year ending 2022.

Effective April 1, 2021, this amendment increases the rates for therapeutic phlebotomy under the Outpatient hospital and physician services benefit. 

Effective January 1, 2021, this amendment allows a 3.1 percent increase to outpatient hospital services.
