Through this SPA, the state has demonstrated compliance with the Inflation Reduction Act (IRA) section 11405(b)(1) to cover adult vaccines, without cost sharing. Additionally, this SPA documents the state’s compliance with the longstanding requirement to cover children’s vaccines under current regulations at 42 CFR §§ 457.410(b)(2) and 457.520(b)(4), which requires states to cover age-appropriate vaccines in accordance with the recommendations of the ACIP without cost sharing.
Through this SPA, the amends its previously approved CS15 SPA to account for reasonably predictable increases and decreases in income for individuals with income that is likely to fluctuate.

Removes language related to the Paternity Confinement Expenses to align with elimination.
Covers targeted case management for children, youth, and young adults ages 0-21 with either a serious mental illness (SMI), serious emotional disturbance (SED), or intellectual/developmental disability (I/DD), and their families.
Provides authority to cover targeted case management services for Children’s Special Health Care Services (CSHCS) beneficiaries under 21 years of age with qualifying medical complexity.
Expands the list of applicable diagnoses to reflect the SUD-Health Home in conjunction with the related traditional SPA (MI 24-1501).
This plan amendment increases the rates for the 1915(i) HCBS habilitation services.
