CMS is approving this time-limited state plan amendment (SPA) to respond to the COVID-19 national emergency. The purpose of this amendment to allow SoonerCare adults expanded access to independently licensed psychologist services from only crisis services authorized in DR SPA OK-20-0032 to all services within licensed psychologist's scope of practice under state law from July 1, 2021 through the end of the public health emergency.

ME-20-0007

 This amendment implements a health services initiative (HSI) to provide abatement services in the homes of low-income children. In addition, this SPA restores the state’s current tobacco use prevention HSI, which is a statewide marketing campaign to promote tobacco prevention among children and youth.

The state submitted an ABP that fully aligns with the Medicaid state plan (which was the same as the previous prime plan) and includes all expansion populations.

This amendment proposes a series of increases to the reimbursement rate for facilities licensed by the Department of Public Health under the 
ID/DD Community Care Act as an ID/DD facility and medically complex for the developmentally disabled facilities licensed under the MC/DD Act.

The Centers for Medicare and Medicaid Services (CMS) received Oklahoma State Plan Amendment (SPA) OK-21-0022-B to migrate individuals currently being served in Health Homes to other care coordination models in the state.
