Establishes a payment methodology for Current Procedure Terminology (CPT) code 41899 provided by Ambulatory Surgical Centers.

Implements a one-time 5.4% rate increase for the 1915i Home and Community-Based Services Program.

Implements a one-time 5.5% rate increase, for the Developmental Disabilities Administration Targeted Case Management (DDA TCM) program.

Updates the reimbursement immunizations for children under 21.

Revises the minimum requirements for Targeted Case Management case managers to include a bachelor's degree, or five (5) years of relevant experience in the field of long tenn services and suppo1is (which includes developmental disabilities), or some combination of education and experience appropriate to the requirements of the position.

Implements the state’s change from using the Federally Facilitated Marketplace (FFM) to take applications and determine MAGI-based Medicaid eligibility to instead use a State Based Marketplace (SBM) to make those same eligibility determinations. The SBM will be operational for plan year 2021.
