Implements an increase for provider rates of non-behavioral health outpatient services and behavioral health outpatient services.

Updates intermediate care facility for individuals with developmental disabilities (ICF‐DD) rates.

Outpatient Hospital Rate Increase

Continues the funding of inpatient disproportionate share hospital (DSH), outpatient supplemental and direct medical education payments.

Provides for an inflationary rate increase of .25 percent for intermediate care facilities for individuals with intellectual disabilities (ICF/IIDs).

Removes the three levels of diagnostic assessment rates for Mental Health Services.

Updates payment rates for Home Health Services.

Proposes to allow the state to provide coverage of routine patient costs in qualifying clinical trials.

Will add coverage of the preventive services provided pursuant to the Patient Protection and Affordable Care Act (PPACA) for adult, full Medicaid individuals who are not enrolled pursuant to the
PPACA.

Proposes to align Ohio’s Alternative Benefit Plan (ABP) with the Medicaid state plan by adding the single pharmacy benefit manager pre-paid ambulatory health plan to the ABP.
