As mandated by the American Rescue Plan (ARP), the state submitted ARP template 7.7-C for coverage of COVID-19 Treatment and Prevention.

Establishes coverage of COVID-19 testing consistent with the Centers for Disease Control and Prevention (CDC) definitions of diagnostic and screening testing for COVID-19 and its recommendations for who should receive diagnostic and screening testing for COVID-19.

The primary purpose for this amendment is to allow the Alabama Medicaid Agency to apply the reimbursement methodology for inpatient and
outpatient hospital services for State fiscal year 2023 in a manner consistent with that used in fiscal year 2022.

This plan revises the methodology for distributing Clinic Safety Net
(CSN) payments for non-FQHCs.

This amendment proposes to continue to make Medical Assistance Day One Incentive (MDOI) payments to nonpublic nursing facilities.

This amendment proposes to amend qualifying criteria and payment methodology for DSH and outpatient hospitals for Medical Assistance and qualifying emergency departments in acute care general hospitals.

This amendment proposes to assist nursing facilities by providing a temporary rate adjustment for facilities that are under closure, merger, consolidation, acquisition, or restructuring.

This State Plan language will change to reflect the methodology for increasing Medicaid reimbursement for ground ambulance services.
