The purpose of this SPA is to amend the provisions governing reimbursement for FQHCs in order to establish an alternative payment methodology (APM) that provides an add-on of $30 per encounter, in addition to the Prospective Payment System (PPS) rate on file for the same date of service.

The state adopts the changes to the eligibility rules for the Former Foster Care Children eligibility group, as enacted by the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment for Patients and Communities (SUPPORT) Act, Pub. L. No. 115-217, section 1002.

CMS is approving this time-limited state plan amendment to allow the state to implement temporary policies while returning to normal operations after the COVID-19 national emergency.  The purpose of this amendment is to temporarily extend the suspension of premiums for the Medicaid Buy-In for Workers with Disabilities (MBIWD) effective 5/12/23 through 7/31/23. This provision was approved in disaster relief SPA OH-22-0013 effective 7/1/21.
