Proposes to cover limited treatment for substance use disorders based on a positive result of a Screening, Brief Intervention and Referral to Treatment and also allows providers to deliver services via telehealth.

Increase Social Security Income (SSI) nursing home resident's monthly supplement to $70 per month.
