This SPA was submitted to my office on September 16, 2016 to request an exception from renewing the Recovery Audit Contractor (RAC) under Section 1902(a)(42)(B)(i) of the Social Security Act once the agreement expires on January 1, 2017. CMS is granting this exception request based on the documentation provided by the Department that it has active program integrity contractors performing work similar to RAC.

The SPA was submitted to allow the Mississippi Division of Medicaid to provide early intervention services for pregnant women and nondependent substance use and to prevent problematic substance use disorders.

Increases the reimbursement for specialized nursing home ventilator care.

Coverage & Limitations: 1915(i) Home & Community Based State Plan Option - New Population.

Payment for Services: Co-surgery.

This amendment revises the fiscal year 2017 pool amounts for Disproportionate share hospital (DSH) and supplemental access payments for uncompensated care costs.

Removal of obsolete pages: Enhanced Care Management.

This amendment allows lactation counseling services as a separately reimbursed service.

This amendment creates a supplemental payment for privately-owned nursing facilities that serve physically, behaviorally, and/or socially complex patients.

To add targeted case management services for intellectual developmental idsabilities and for children with behavioral health disabilities.
