Modifies coverage pages to provide more detail about services. In both FFY 2013 and FFY 2014, 2% increase for Direct Care Wage, and 2% for Provider Rate Increase.

This amendment makes various changes to the Medi-Cal program's estate recovery program, including limiting estate recovery to probated estates for only federally-mandated services; adding a hardship waiver criterion for a "homestead of modest value;" eliminating recovery from surviving spouses and registered domestic partners; and updating the interest rate for voluntary liens.

Removes barbiturates, benzodiazepines, and agents used to promote smoking cessation from the list of drugs the state Medicaid program may exclude from coverage or otherwise restrict in order to comply with the requirements of Section 2502 (a) of the Affordable Care Act.

Adds a section related to the grant agreement between the Commonwealth and local entities that describes the direct agreement the agency may enter into with a qualified public or private entity (primary contractor) when county governments elect not to administer the Medical Assistance Transportation Program, and how grant funding is disbursed to primary contractors to provide non-emergency medical transportation.

This amendment would allow would allow for the implementation of hospital presumptive eligibility and associated claiming of FFP in North Dakota Medicaid.

Adjusts reimbursement for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID).

Removes the inpatient hospital adjustment factors from the state plan.

Revises the reimbursement methodology for outpatient hospital services to make outpatient hospital payments at the aggregate level of reimbursement that would be paid under Medicare payment principles.

Adjusts reimbursement for Nursing Facilities.

Authorizes supplemental payments to specified acute care hospitals in the amount of $105.7 million for state fiscal year 2017.
