To remove the following counties from the list of geographic areas offering Targeted Case Management (TCM) services for the "Individuals with a Communicable Disease" TCM group: Butte, El Dorado, Fresno, Marin, Merced, Monterey, Napa, Placer, San Francisco, San Luis Obispo, San Mateo, Santa Barbara, Santa Cruz, Tulare, Tuolumne, and Yolo.

This amendment makes technical revisions to update the home health section of the state plan to align with regulatory updates to Title 42 CFR 440.70.

The SPA allows providers to be reimbursed for up to three separate encounters per patient per day instead of requiring the patient to come on three different days to obtain all the necessary services (i.e. medical, behavioral health, and dental services).

The SPA revises the reimbursement rate for home health care services.

To increase reimbursement to primary care physicians by increasing the conversion factor used for primary care services payable under the RB RVS methodology.

To transition most of the responsibility for third party recoveries to managed care plans and to begin enrollment into Apple Health managed care for those Medicaid clients who have third party coverage.

Revises reimbursement methodology for NF and ICF/DD services.

Defines optometrists as "physicians" in the state of Oregon for Medicaid billing and services, which makes them eligible providers for the Electronic Health Record (EHR) Incentive Program.

Removes the option for recovery of all medical assistance services from the estates of deceased individuals who received services at and after age 55, and limits recovery to nursing facility services, home and community-based services and associated hospital and prescription drug service.

Updates the terms upon which the state intends to collect supplemental rebates from drug manufacturers.
