Adjusts the premium scale for the Medicaid for Employed People with Disabilities (MEPD) program based on the average state employee health insurance premium.

Implements legislative changes to the reimbursement methodology for nursing facility services.

Modifies provisions in Supplement 1 to align with recent legislation adopted under Amended Substitute House Bill 64 o 13151 Ohio General Assembly to implement the RUG IV system in nursing facilities.

Updates the amount of payments to be made for SFY 2016 to hospitals that qualify for DSH payment adjustments or supplemental access payments.

Modifies provisions in Supplement 1 to align with recent legislation adopted under Amended Substitute House Bill 64 of the 1315 Ohio General Assembly to rebase NF rates in conjunction with the implementation of the RUG IV system as proposed in OH SPA TN 16-012.

This SPA is approved with a retrospective effective date of October 1, 2013.

Requested a change to update who is authorized to submit TN State Plan Amendments.

Provides for a $300,000 supplemental payment to Oswego Hospital which the state has designated to be a Vital Access to Provide for Outpatient hospital services furnishes during the period 01/01/2013 - 03/31/2013.

Rate reductions for Private Day Nursing, Independent Therapies, Appliances/Prostheses, DME/Supplies, and Transportation.
