Provides Nursing Home Services both on-island in U.S. Virgin Islands facilities and off-island United States facilities that meet the Center for Medicare and Medicaid survey and certification requirements with prior authorization issued by the U. S. Virgin Islands Medicaid Program to Medicaid recipients twenty-one years or older who meet nursing facility level of care as determined by the VI Medicaid agency.

To use a methodology to determine the cost effectiveness of care at home for disabled children who meet an institutional level of care and who apply for Medicaid under the Katie Beckett eligibility group.

To Utilize a transportation broker to arrange for non-emergency medical transportation for the NH Health Protection Program Premium Assistance Program participants and the Medicaid fee for service recipients.

Allows authorized representatives to request and attend administrative appeals and speak with the Medicaid beneficiary's Managed Care Organization or Qualified Health Plan.

Amends provisions governing substance use services to update the terminology and service criteria; revises the provisions governing provider certification; and revises the reimbursement methodology for children's services to reflect the integration of specialized behavioral health services into Bayou Health by establishing a capitated rate for recipients enrolled in one of the managed care organizations.

Updates the TCM DD State Plan language; no longer request the MT Resource Allocation Tool to be updated every 3 years, but only when there are significant changes in needed services, and replaces the Cost Recovery Data Sheets with the electronic state-approved data system to record and calculate the units of services delivered for reimbursement.

Updates the Medicaid fee schedule for Early and Periodic Screening Diagnosis and Treatment.

Allows the current market value of real property to be established using the county tax assessed true value.

Updates the Medicaid fee schedules for home health services, durable medical equipment, prosthetics, orthotics and supplies, hearing services and vision services.
