Updates the MI Department of Health and Human Services Disproportionate Share Hospital Redistribution allotment methodology.

To extend the facility-specific rate setting methodology for freestanding skilled nursing facilities, including subacute care units of freestanding skilled nursing facilities, through July 31, 2020 and limits the maximum annual increase in the weighted average Med-Cal reimbursement rate for these facilities in the 2015/16 rate year to 3.62 from the previous year.

Adds Health Home Eligibility criteria for Children.

Increases the reimbursement rate of Private Duty Nurses to 110 percent of the rate in effect June 30, 2014.

Adds the optional Medicaid eligibility group which provides coverage to women and men that is limited to family planning and family planning-related services under the state plan.

This amendment continues the Clarity Care Subsidy Disproportionate Share Hospital payments for $502 million for SFY 2016.
