This State Plan Amendment makes conforming changes to the SPA to extend the current three percent (3%) rate reduction for inpatient hospital services that is currently set to expire on June 30, 2015. This rate reduction will be extended for the period July 1, 2015 through June 30, 2017.

Inclusion of Behavioral Health Treatment within EPSDT.

Eliminates the October 1, 2015 rate increases and implements a 2% rate cut for nursing facility services.

Increases the fees for the Current Procedure Terminology codes 92507 and 92508 on the Independent Audiology and Speech and Language Pathology fee schedule.

Changes the reimbursement methodology for Medicaid ambulance services to use a relative value unit system similar to the methodology used in Medicare.

Increases the personal needs allowance from $20 to $75 per month, for Guardianship Fees for institutionalized individuals.

Revises the reimbursement for nursing facility services.

Revises the reimbursement for intermediate care facility for individuals with intellectual disabilities services.

Updates the Disproportionate Share Hospital payment methodology for state plan rate year 2016.
