Describes the groups who are determined eligible using Modified Adjusted Gross Income (MAGI) in accordance with the Affordable Care Act (ACA).

Proposed to provide coverage for qualified youth age 19 but less than 21 who entered into a kinship guardianship assistance agreement, an adoption assistance agreement, or a state-funded guardianship assistance agreement after turning age 16, who also meet at least one of several work or school requirements, using the state's AFDC payment standards as of 7/16/1996 for the income limit.

Changes the provisions governing school-based nursing services covered in the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) Program to remove the Individualized Education Program (IEP) requirement.

The proposed amendment revises all references to the Pharmaceutical and Therapeutics Committee by inserting the Drug Utilization Review Board (DUR) Board In its stead. The scope of the DUR board is also updated to accurately reflect the membership makeup and current duties of that committee.

Conversion Factors Update.

Provides for annual supplemental payments to non-state government owned or operated nursing facilities. There are three facilities that qualify for payments: Pemiscot Memorial Hospital; Caruthersville Nursing Center; and Truman Medical Center Lakewood.
