Reduces reimbursement for prosthetic and orthotic devices for recipients over 21 years of age by 4 percent.

Reduces reimbursement for non-state, non-rural outpatient hospital services and outpatient rehabilitation services by 5.65 percent.

Reduces reimbursement for supplies on land based ambulances by 36 percent.

This amendment makes the resource limit for Qualified Medicaid Beneficiaries, Specified low-income Medicare Beneficiaries and QIs three times the Supplemental Security Income resource limit, adjusted annually by the increase in the Consumer Price Index as set forth by the Medicare Inprovement for patients and Providers Act of 2008.

This amendment requires that uncompensated care costs associated with Medicaid days must meet the Department's established criteria for pre-admission certification and length of stay assignment in order to qualify for DSH payment.

Amends the DSH payment methodology to disallow costs that do not meet the established criteria for the Radiology Utilization Management program from disproportionate share payments.
