Outpatient Hospital Services methods and standards for establishing payment rates.

Requires states that currently offer services in a freestanding birthing center, to add this as a mandatory Medicaid services.

This SPA removes State Plan language that allows for the Children's Outpatient Hospital Adjuster Pool to be funded as a Title XIX/Medicaid payment. The payment has been converted to a Title XXI/Childrens Health Insurance Program (CHIP) funded payment.

Provides community-based treatment and suppori to children and youth with serious emotional disturbance and their families through a wraparound service delivery model.

Implements a pay for performance quality incentive payment program for non-specialty nursing facilities and also provides for a proportional rate reduction.

Temporary Presumptive Eligibility.

This SPA proposes to disregard all resources for individuals otherwise eligible under section § 1902( a)( 1 O)(A)(ii)(V) who meet the definition of the group described under the reasonable classification of the following individuals: Individuals under the age of 18, or 19 if the individual is anticipated to graduate from high school by his or her 19th birthday.

This SPA is to amend the State's approved Title XIX State Plan to add coverage of the digital hearing aid and related codes as well as allowable hearing devices. This SPA limits hearing aid providers to purchase digital hearing aids only from the designated Hearing Aid Procurement Prograrn. This SPA also adds several Speech Services procedure codes, as necessitated by a change in coding standards.

Establishes new coverage group for children who lose Medicaid eligibility as a result of discontinuation of disregards.

This amendment confirms income eligibility for children under Medicaid expansion.
