Amends the prvisions govering the reimbursement methodology for nursing facilities in order to reduce the per diem rates paid to non-state nursing facilities. The per diem rate shall be reduced by $90.26 of the rate in effect on June 30, 2014 until such time that the rate is rebased. The net effect is an increase in the per diem rates.

Adds language to the inpatient state plan which explains the new elective deliveries policy and add the language regarding reasonable cost reimbursement back into the state plan which was inadvertently left out in TN11-027.

This State Plan Amendment will result in an aggregate rate increase for Georgia's nursing facilities.

Addition of Doula Services.

This amendment continues disproportionate share hospital payments to qualifying teaching hospitals that provide psychiatric services.

Supplemental Ventilator Care and Tracheostomy Care Payment for Medical Assistance Nonpublic.

Extension of Medical Assistance Day One Incentive payments and funding levels for fiscal year 2014 - 2015.
