This amendment was submitted to provide supplemental payments in calendar year 2010 to non-public, non-federal acute care and rehabilitation outpatient hospitals to increase payments. This SPA also modified state plan payment methodologies for outpatient hospital reimbursement to identify the actual percentage of costs that would constitute the final rate.

Payment to freestanding birth center.

This SPA transmitted a proposed amendment to the State's approved Title XIX State Plan authorizing the implementation of a statewide managed care delivery system.

The plan amendment updates the state plan to increase the Personal Needs Allowance (PNA) due to a 3.7 percent increase in Consumer Price Index for 2012. The plan amendment does not have a direct impact on Indians, Indian Health program, and Indian Health organizations.

This SPA prohibits Medicaid payments to institutions and facilities located outside of the United States in accordance with Section 6505 of the Affordable Care Act.

Provider Screening and Enrollment.

This amendment proposes to remove barbiturates, benzodiazepines, and agents used to promote smoking cessation from the list of drugs the state Medicaid program may exclude from coverage or otherwise restrict in order to comply with the requirements of Section 2502(a) of the Affordable Care Act.

To add coverage of additional optional restorative dental services for beneficiaries aged 21 or older.

To revise the approved Title XIX State plan to clarify coverage provisions for independent therapist and other licensed practitioner services.

This SPA revises the disproportionate share hospital program.
