Through this SPA, the state has demonstrated compliance with the Inflation Reduction Act (IRA) section 11405(b)(1) to cover adult vaccines, without cost sharing. Additionally, this SPA documents the state’s compliance with the longstanding requirement to cover children’s vaccines under current regulations at 42 CFR §§ 457.410(b)(2) and 457.520(b)(4), which requires states to cover age-appropriate vaccines in accordance with the recommendations of the ACIP without cost sharing. Additionally, the state makes non-substantive technical updates through this SPA.

Through these SPAs, the state expands CHIP eligibility from 36 counties to statewide for the from-conception-to-the-end-of-pregnancy (FCEP) coverage group and they expand its ALL Babies Postpartum Initiative Health Services Initiative (HSI) from 36 counties to statewide.

This amendment implements two, time-limited Health Service Initiatives (HSIs). The first is a statewide Breastfeeding Hotline and the second is a Substance Use Disorder and Parenting Intervention HSI. Additionally, through this SPA, the state extends the operation of its existing Reach Out and Read HSI through June 2024.
