CA-19-0050

This State Plan Amendment is required to implement state Senate Bill (SB) 104 (2019). SB 104 increases the Blind Federal Poverty Level (FPL) and the Aged and Disabled FPL program income limits by increasing the income disregard to all countable income above the SSI/SSP payment standard up to 138% of FPL for the Blind FPL program and 100% up to 138% FPL for the Aged and Disabled FPL program. The income disregard is applied after all other exclusions and disregards.

This SPA proposes to align the physical therapy and occupational therapy benefits under the Alternative Benefit Plan (ABP) with the standards for those benefits in the
regular Medicaid State Plan that were recently approved by CMS under [TN]WV-19-0002. As part of our review of SPA [TN]WV-19-0003, we conducted a review of all individual Alternative Benefit Plan (ABP) templates in the West Virginia State Plan, consistent with CMS policy.

This SPA is an adding cost-based reimbursement process for school-based IEP specialized transportation services based on certified public expenditures.

Will treat individuals with and without community spouses comparably for the purpose of determining the personal needs allowance under the Adult
Developmental Disability waiver (ID.0076), in accordance with Idaho Administrative Code (IDAPA) 16.03.18.400.06 and current practice. The State
applies a personal needs allowance for both populations that is three times the federal SSI benefit amount.

Increases available services to members on the basic benefit package. In particular, denture related services were added. During the SFY19 it was revealed that members with dentures in the basic benefit tier did not have access to the needed services.
