Proposes changes to coverage and limitations for dental services to reflect changes in the practice of dentistry, and updates payment rates

To include pancreas and intestinal transplants as covered organ and tissue transplant procedures.  It also updated transplant standards to include donor search and procurement services and to ensure that the methods used for organ acquisition are consistent with the Medicare program

Consolidates the supervision of the Peer Supporter under the Clinical Supervisor with the Behavioral Health Community Network (BHCN) and removes the requirement of medical supervision for the provider

Changes to the state's Pharmacy DUR language in compliance with the SUPPORT Act.

Modifies Disproportionate Share Hospital (DSH) Payments. Specifically, this amendment modifies payments to hospitals that serve a disproportionate share of low-income patients and meet eligibility requirements

Affirms state compliance with sections 1902(a)(85), 1902(a)(83)(oo), and 1927(g) of the Social Security Act; updates Drug Utilization Review program information; affirms state fraud and abuse processes related to opioids; affirms MCO requirements to participate in SUPPORT Act-mandated actions; and updates language to align with language in the Social Security Act and CFR

Updates various Nebraska non-institutional rates effective July 31, 2019. In summary, Nebraska is implementing a 2% increase in provider rates, with an additional 2% increase for behavioral health providers
