provide a rate increase for mental health and substance use disorder services

Provides that pediatric specialty hospitals will receive a one percent reduction to each hospital’s July 1, 2019 Medicaid base rate. In addition, it updates the budget neutrality factor for state fiscal year (SFY) 2021.

Effective for services on or after July 1, 2020, this amendment implements a 1 % across-the-board rate decrease for non-institutional services and psychiatric residential treatment facilities (PRTFs) as appropriated by the legislature during the 2020 legislative session. 

Updates the payment amount for the University of Colorado School of Medicine Supplemental Payment for Physician and Professional Services at qualifying Colorado State-Owned or Operated Professional Services Practices.

Revises the Graduate Medical Education (GME) supplemental payment allocation to eligible hospitals.  

Adopts version 37 of the APR-DRG grouper, which updates the relative weight values and average national length of stay (ALOS).  

Updates the income disregards for multiple eligibility groups

Temporarily modifies the income disregard categorically needy and medically needy eligibility groups in the Puerto Rico Medicaid program. 

Eliminates changes made by PR SPA 20-0011 and documents that the Puerto Rico Local Poverty Level will return to the levels in effect prior to SPA 20-0011
