Targeted Enrollment Strategies

In response to CMS guidance provided on May 17, 2013, many states have adopted one or more of the targeted enrollment strategies designed to facilitate enrollment of eligible individuals in Medicaid/Children's Health Insurance Program (CHIP). States can choose among 5 strategies identified:
  1. Implementing Modified Adjusted Gross Income (MAGI) rules on October 1st.
  2. Extending the renewal period for certain individuals.
  3. Facilitating enrollment through administrative transfers of eligibility data from other programs.
  4. Enrolling parents based on children’s eligibility.
  5. Adopting 12 months of continuous eligibility (without regard to changes in circumstances) for parents and other adults through the Medicaid section 1115 waiver authority. (States already have this option for children without need for a waiver.)
