Reuse enables the Center for Medicaid and CHIP Services (CMCS) and states to effectively share Medicaid Enterprise Systems (MES) information technology (IT) assets to:

  • Reduce risk in development, implementation, maintenance, and operations of business processes and systems
  • Lower implementation and operational costs, compared to custom or one-off solutions
  • Accelerate development and implementation timelines
  • Improve the overall quality and maturity of MES

As one of the conditions for enhanced funding, states are required to "promote sharing, leverage, and reuse of Medicaid technologies and systems within and among States." Reuse can be accomplished through sharing artifacts, documents, services or systems, code segments and business rules, such as advance planning documents, request for proposals (RFPs), CMS-approved milestone review documentation, artifacts developed to support operations and management, and other development artifacts.

The standards and conditions for Medicaid IT further guides states to "supply key artifacts to a common, national cloud-based repository" that states and the Centers for Medicare & Medicaid Services (CMS) can access.

In response to this guidance, CMCS established the MES Reuse Repository  in the CMS Opportunity to Network and Engage (zONE) Community. States are encouraged to collect, store, and share reusable artifacts through the Reuse Repository. 

On April 18, 2018, CMS released sub-regulatory guidance on reuse in the state Medicaid director letter #18-005 (PDF 70.77 KB). The letter consolidates reuse guidance and provides further information on meeting the reuse requirement, support for reuse, and how states can engage in reuse.
