Alissa DeBoy has worked for the Centers for Medicare and Medicaid Services (CMS) since 1994 and currently serves as the Acting Director of the Disabled and Elderly Health Programs Group in the Center for Medicaid and CHIP Services (CMCS).  With over 20 year’s professional experience at CMS, Alissa continues to believe in the importance and power of government service to make a real difference in people’s lives.

Alissa came to CMCS from the Center for Consumer Information and Insurance Oversight (CCIIO).  For the last two years of her four-year tenure in CCIIO, Alissa served as the Director of the Exchange Policy and Operations Group, primarily working on issues associated with the Federally Facilitated Marketplace. She is extremely proud that over 8 million people gained coverage through the Marketplaces in 2014 -- the first year of its launch.

Prior to working in CCIIO, she was the Director of the Division of Drug Plan Policy and Quality in the Medicare Drug Benefit and Part C and D Data Group at CMS.  She oversaw the development of Part D policy issues such as pharmacy access, coordination of benefits, and formulary/transition issues. Previous to her experience with the Medicare Drug Benefit, Alissa spent several years working in the predecessor to CMCS, what was then the Center for Medicaid and State Operations, where she worked on Medicaid eligibility and enrollment, dual eligible, and Medicaid waiver issues.  

Prior to joining CMS, Alissa also worked as an auditor in a public accounting firm. She has an undergraduate degree in accounting and a Masters of Health Policy degree from the Johns Hopkins University School Public Health.
